I'm wondering if there is a .dll out there that has functions within it that
will establish a VPN connection and send and receive data strings? I
apologize if this doesn't make much sense....I'm pretty new at this.

I've been tasked with changing an interface application we have that
currently connects via dial up modem, passes command strings, receives the
response and then disconnects to do the same functionality but via VPN
access. I'm not completely sure how to do this. If anyone out there can
point me in the right direction or send me suggestions on articles to read,
etc. I would greatly appreciate it.

I am currently using CTD 2.1 PTF 4

You can always use openvpn or combine it with a tunnel (e.g. stunnel)
