This has worked earlier (TD 6.2)
Do you have these in your sql.ini
I've connected to oracle 7 using td2.1 and that was long ago. Can't actually recall. Hope this helps.

Having the 64 bit version of TD you must use the 64 bit Oracle client installation.TD 7.0 64
