Though most stuff will react equally, the IDE will run the application with extra internal TD IDE stuff. Also, the IDE and application process spaces are shared.
When running from IDE, other dll's are loaded and used which are not used when running from EXE.
And also, an application runs slower in the IDE compared to the same application as EXE.
(this could indeed create timing differences).
