Cant connect to OraOLEDB

im working on an app developed in team developer(SQLWINDOWS) that uses 2 diferent data base, SQLSERVER and ORACLE.

the connection with SQLSERVER works fine, but when i try to connect to an oracle database, using SqlCreateSession(hSqlSession, sSessionOledb). this call gives me an error: ORA-12154: TNS:no se ha podido resolver el identificador de conexión especificado.
(can't solve specific ID connection).

the values of the parameters are:
hSqlSession = 0h
sSessionOledb : "Provider=OraOLEDB.Oracle;Data Source=10.200.10.213/monarch;Catalog=WINPER;Persist Security Info=False;"
