.NET and Oracle configuration

I am trying to deploy a simple xbap application that attempts to connect to a local oracle database. when the application tries to connect, i get the following:

Error#: 0
An attempt was made to load a program with an incorrect format. (Exception from HRESULT: 0x800700B)


I get this error regardless of how i try to run the xbap - either from the local file system or through IIS.

The 32-bit version of the application connects fine, and according to the documentation i can find, as long as i have the 32-bit 11gR2 client software installed and tnsnames configured properly, there is nothing more to do to allow the wpf application to connect to the database.

any help would be appreciated.
