[TD71] TD-24064: Exported TopLevels: passing UDVs crashes TD compilation

When a dynalib exports top level windows (dialog, form) and has a UDV window parameter defined, TD IDE crashes when compiling a source which uses the exported window.

See testcase.

- Build MyDynalib.apt to MyDynalib.apd
- Open source MyMainApplication.apt
- Press compile/build

TD crashes at the point where the exported window is used.

It does not matter where in the code you use the window. Tested in classes, global functions and used local or global UDV variables. It crashes at those locations in code.

The sample contains a TD70 version of the sample (same code) and see that TD70 compiles the source OK.
