I tested with the new TD version. Unfortunately the error still exists.

Hello,
according the the differing window heights:
In one of the TD versions (I'm not completely sure which it was, but BEFORE TD 5.x), Gupta/Unify or even Centura added some logic to handle the differing windows caption sizes that came with the XP desktop themes.
Maybe this has affect here?

I think, this is a window size, independently themes and frames. But the form/table, especially w32/net differences would not explain.
