TD-20697: Grid Control - SummaryBar disappears on cSplitterWindow Form

A form based on cSplitterWindow that has a Grid Control with a SummaryBar enabled will hide the SummaryBar at runtime.
To reproduce:
1. Open the attached sample.
2. In design mode, you will notice that the Summary Bar is visible on the Grid Control.
3. Now if you run the app, you will notice that the Summary Bar is no longer visible.
