It seems to me that there is an issue with the 32-bit custom setup which can lead to an invalid setup.
It happened to me, I left almost everything on default, including only SB command center and not even looking at the other settings.
It seems that the setup didn't include some of the needed files as I couldn't start the dbntsrv.exe.
The remedy was to uninstall and reinstall the 12.3, this time carefully checking all of the settings and making sure that everything I wanted was included.
This time the setup worked Ok.
Oh and not to forget, the setup deleted the SQLBase 12.2 entry in Apps&Features but didn't clear the 12.2 folder.
Previously you could install a new version side by side with an old one.

OT has confirmed that there was an issue with deleting previous installations in the first 12.3 setup and has released a new version.

We encountered two installer issues with the recently published Gupta SQLBase 12.3. If you have not installed your downloaded Gupta SQLBase 12.3 yet, we encourage you to download a refresh release from our MySupport website (https://knowledge.opentext.com/knowledg ... n/78669748).
The issue only applies to Windows full product installations, not upgrades, and to Windows EDP full product installations.
• When installing a Windows SQLBase Server 12.3 the installer automatically removed an existing SQLBase 12.2 installation, which shouldn’t be the case.
• A similar issue was fixed for the full product EDP installer of Gupta SQLBase 12.3.
