[SQLB-2599] Timeout when Granting Role to User

Cannot Grant a Role to a User when more than one User is connected.

Has been Logged as Defect SQLB-2599. Patch fix pending for v12.1 , then on request if retro fit required.

Temp Work around : Issue a SQLCommit() after every SQLConnect().

Fixed by upgrading to v12.1.1
