Report to rtf images scale < 100%

Reportbuilder 6.1 (SP4) (6.1.4.38114)
1. Take any qrp
2. Put a picture (logo) in the Page header (adjust tab of the properties Scale / Size to fit / Size for best fit doesn't matter)
3. export the qrp to rtf
4. Open the rtf document in Word (2013)
- the image is smaller than when you send it to the printer. According to the image properties in the document, in my case the image is shown at 58% of the original.
I've also tried to set the report preferences from cm to Inch and set my regeonal settings to use the US system in stead of the metric system.

This is the output to rtf

This is the output to the (pdf) printer. The image is as expected.
Note that the start position (top - left) are the same.
