To follow up on this.

I asked my ISP to explain why some can not access the site at all or barely.
They responded that they block certain regions/countries by default due to hackers.

They will give me the contents of the blacklist to see which ones are blocked.
I can ask them to remove the blocks. I'm unsure if I should just remove all region/country blocks to be sure no one is unable to access the forum.
But that will introduce a risk hackers will be able to try mess up the site.

When I know more about the blacklist contents, I will report it here.
