TD-22449: SalOutlineReportErrorEx

We are using custom tools to print information to the output window using SalOutlineReportError.

Now in TD63 the output window supports message types.

When using SalOutlineReportError, the type of the message is ERROR.

We would like to see a new SalOutlineReportErrorEx function which gives the option to specify which type of message is printed to the output window.
