Balloon tooltip is just TTS_BALLOON style for TT C. C.
(or maybe I misunderstood...)

You can create the tooltip using TTF_ABSOLUTE (if you want to set the
position) | TTF_TRACK (if you want custom display of tooltips, not just
mouse hover) and then force the tooltip to show using TTM_TRACKPOSITION and
TTM_TRACKACTIVATE messages.

The example nearly covers all i need.

On the MSDN website they mention it is possible to determine the
position of the stem (balloon pointer). The example you provided shows
a balloon tooltip with the stem at the upper part of the balloon body
(pointing upwards).

I need the stem to be positioned at the lower part, pointing downward.
So the balloon tip can be positioned above the object instead below
it, like the tooltips which are shown on the systray icons but now
anywhere on the screen i like.

Also how to enable the close button on these tooltips. I would like to
show a balloon tip until it is closed by the user by clicking on the
close button or even better by clicking on the balloon body itself.

Any idea ?

As far as the position of the stem goes, the only option AFAIK is for the
stem to show up in the center instead of the side using the TTF_CENTERTIP
flag. There may be a way to position the stem at a different position, but
I could not find it in the MSDN documentation.

To answer your other question about the close button, once again AFAIK it is
only possible from Windows XP and above (ComCtrl32.dll ver 6.0). To do
this, you could try and add WS_EX_TOOLWINDOW in the tooltip creation style
and that should put a close button. The same with putting links in the
tooltip. Only works with Windows XP and above and you also need to provide
a manifest file for CTD. I work with CTD 2.1 and so don't know if you
require this anymore with the newer versions of TD.
