ActiveX libraries as normal bug !

I have discovered an annoying bug with ActiveX libraries
and i want to ask you to confirm this problem can be reproduced.

Environment :
TD 3.1 PTF3(R)
Windows NT

A simple testcase shows it :

- Be sure there is no 'Microsoft Internet Controls.apl' library in the AXLib
folder
(just delete it when present)
- Create a new application and save it somewhere
- Create a new form
- Open controls toolwindow and drag/drop the 'Microsoft Webbrowser' ActiveX
component on the form
(This will create the Microsoft Internet Controls.apl library in the AXLib
folder)
- Look in the Message Actions section of the AX control (you see AX messages
listed in coding assistant like 'On BeforeNavigate2')
- Save the application and close TeamDeveloper

Till now all OK

- Now go to the AxLib folder and open 'Microsoft Internet Controls.apl'
library
- Save it as Text (*.apt)
- Close TeamDeveloper
- Open the previous application and look in the Message Actions section of
the AX control

Here there are no messages listed, just the On SAM_... messages !!!!

- Now go again to the AxLib folder and open 'Microsoft Internet
Controls.apl' library
- Save it as Normal (*.app)
- Close TeamDeveloper
- Open the previous application and look in the Message Actions section of
the AX control

Now the AX messages are back !!!

What's this ????

We save all our sources as TEXT format and store the AX libraries in the
repository to be reused.
Is the 'AX libraries only in APP format' a (unwanted) feature or is it a bug
?
It took me several hours to find out what the problem was and it is very
annoying !

Please confirm.
