Take a look at the following google archive ( which shows how to get the
handle of the Start button. Once you have the handle, call SalHideWindow( )
to hide the button. )

But I don't see the goal and it's not a good idea.
And if you don't hook the keyboard, [Ctrl]+[Esc] will continue to
display the Start menu...

SystemParametersInfoA() is for Win 9x.
But want do you want to do ?
Disabling keys is done by WH_KEYBOARD_LL, WH_KEYBOARD, WH_GETMESSAGE,
policies, KB226359, ...
