Tab frame issue

Execute the attached small app & start clicking on tabs. Sorta changes a
design plan.

A similar issue existed in 3.1, but is now worse.

There is another problem i noticed on porting app from 2.1. Docking
still has problems. Double click on those 2 lines to undock. It does not
resize properly. You need to set the margins of the tab to do that.

I see. If it's any consolation, the tabs seem to behave when it's undocked.

This will fix the problem till the PTF. Its not being repainted.
