We currently group internal functions in our outline like this example:

Internal Functions
! E-mail Functions
Function: SendEmail
Function: ReadEmail
! File Functions
Function: CreateFile
Function: ReadFile
...

I would LOVE to be able to (optionally) organize functions into logical
packages that we can collapse and expand, like this:

Internal Functions
Function Package: Email Management
Function Package: File Management

Then, I can search and expand the outline as necessary:

Internal Functions
Function Package: Email Management
Function: SendEmail
Function: ReadEmail
Function Package: File Management
Function: CreateFile
Function: ReadFile

The same idea would be really great in other areas of the outline, like
constants and classes.

More important in my opinion would it be, to define classes in classes and
windows. At the moment we have to define each class as global class.
