[Sample] Drag/resize window using transparency

I just played with transparency effects when dragging windows.

Here a small sample. It shows how to set a window to show what's
behind when dragging it, using the caption and when using the client
area. Also make the window transparent when resizing.
Using the trackbar the level of transparency can be set.

Could be handy for debug or tool windows which are always blocking
the view...

(source = TD151 text format)

Unfortunately, the sample is not working in TD51.
