its contents with a viewer like this free one:

That's what I would do. At least then you could see what functions are
exported. And if you wanted to dig into the file more deeply, PE Explorer:
http://www.heaventools.com/
is a utility I use. It is useful for finding imports and exports, etc. for
a DLL or EXE.
