[D#83069] CDK RefreshLibs and missing Dynalibs

Log-A-Bug has reviewed the issue listed below and determined that this
is a defect. The defect number is #83069.

For further information watch for the fix in the Fixes.Wri file in
future PTF’s or Releases.

When refreshing libraries is done on a loaded source using the CDK and
the libraries are refreshed, TD ends with an error when any dynalib is
not found during the refresh and corrupting after that the loaded
outline that invoked the refresh

When refreshing libraries is done on a loaded source
using the SDK and the libraries are refreshed, TD ends
its functionality drastically when any dynalib is not found
during the refresh.

This happens when a library (.apl) includes a dynalib which is
not present in the search path and this library is refreshed.
The SDK gives a messagebox indicating it can not find the dynalib
but the RefreshLibraries method does not end properly, it just
ends the entire function. When running the SDK application in the
builder, the outline is messy and can not be used. Only way is to
close the builder completely.
