TD-24134: [TD71] [ORACLE] Crash when logging is enabled in sql.ini

TD 7.1

When sql.ini has logging configured AND the log can be written (so file is valid), TD crashes.
(both when running from IDE or from exe)

This setting in SQL.INI:

log=c:\temp\mytest.log

When the file is NOT writable, you get the expected error message and the application continues.

But when the log file is valid, TD crashes in all cases upon connect.

I tested this in TD 7.0.2 to 7.0.5 and the same sample does not crash.

The sample does a connect to database (setup the sql.ini and user/password/database first).
It is saved in TD70 text format.

TD 7.1: press connect and see crash when the logfile is valid.
