Too many binds

I'm trying to execute PL/SQL block from SQL/API in Centura 2.1
However it always crashes with "Application Programming Error: Too
many binds"

It looks like Centura SQL lib does not expect any bind variables for
PL/SQL block (it works fine in case of single SELECT).

I use fllowing code:

Could you provide me with any hint what I'm doing wrong.
