We are currently upgrading from Team Dev 1.5 to 4.2 (slightly behind the times, I know).
There are a couple features/operations I could do in 1.5 but seem to be taken out in 4.2. For one, when a project is locked, in 1.5 you could still extract, but do nothing else. In 4.2 extracting is also not allowed. Is there a way to set these privileges so that extracting is still allowed while the project is frozen?
Also, In 1.5, if I wanted to copy one folder to another, I could extract all, and Add all to the new folder. Anything that was already there would not get overwritten. However, in 4.2 it will just create another file with the exact same name. This causes a problem when I am trying to move all of the unchanged code from the previous project, while keeping the new code that is currently in the new project. Is there a way to require unique filenames, to ensure there are no duplicates in a given project?

The first problem you describe below (related to extract from a frozen project) has been fixed and is available in TD5.1 Service Pack 1.
I've logged a defect for the second problem:

Would that Service Pack work for the 4.2 version? We cannot upgrade to 5.1 since we are not using unicode, and the conversion would take more time than it's worth.

No, that Service Pack can only be applied to TD5.1.
