Is there a function which can change the colour of the title bar on SAM_CREATE of a form window

I'm afraid not. The colors and visuals are coming from the theme chosen and can not be tweaked with a simple function.

May be I am the only developer in Mauritius using Gupta Team developer. Fortunately I have this forum to seek for help.

Well, looking at the registered users there are 3 developers in Mauritius. Does not mean that all those are located there for real.

Yes, the 2 others are my young daughter and a developer (whom I tried to put on Gupta). Unfortunately, both of them are away at the moment.
